Securing a whopping 54.6 percent of votes cast on August 28 general and regional elections, the People’s Progressive Party/Civic (PPP/C) swept to a convincing win of the 2006 polls, giving incumbent President Bharrat Jagdeo, 42, another five-year term to carry out his party’s $500 billion development plan.
Saying he was “very, very satisfied” with the conduct of the polls, and confident that he carried out a “credible election,” Chief Election Officer Mr. Gocool Boodoo declared the results at Le Meridien Pegasus Hotel in Georgetown on August 31 in the presence of the chairman and commissioners of the Guyana Elections Commission (GECOM).
The PPP/C, chalking up 183,887 votes, has effectively secured the Parliamentary majority with 36 seats in the National Assembly, two more than in 2001, putting the People’s National Congress Reform–One Guyana (PNCR–1G) with 34 percent of the votes as the main parliamentary opposition with 22 seats. Three other parties will also sit in Parliament. The new party, Alliance for Change (AFC), will occupy five seats, the alliance of the Guyana Action Party and Rise Organise and Rebuild (GAP – ROAR) one seat, and The United Force (TUF) one seat.
Only 69 percent of the 492,369 eligible voters went to the polls, a notable difference from the 2001 polls when 89 per cent of the 440,185 eligible electors cast ballots.
For the first time ever, the PPP/C secured Parliamentary seats for all 10 geographic constituencies, notably moving into Region 10, a traditional stronghold of the PNCR. In fact, the PPP/C won majority votes in eight of the 10 geographic constituencies.
The PPP/C secured 15 of the 25 geographic constituency seats, while the PNCR collected nine. The AFC secured the remaining seat, thanks to votes secured in Region Four.
From the national top up list, the PPP/C raked in 21 seats, eight more than the PNCR-1G. The AFC obtained four seats, while GAP-ROAR and TUF secured one each.
The PPP/C swept the polls with compelling victories in Regions One, Two, Three, Five and Six. It also secured the most votes in Regions Seven, Eight and Nine.
The PNCR continued its main hold on Region Four, and took the lead in Region 10, though it had to share the two geographic seats for this region with the PPP/C.
President Bharrat Jagdeo launched his second term in office on September 2 after he was sworn in for a second five-year term by Chief Justice Carl Singh on the lawns of State House in the presence of hundreds of invitees.
Among the guests at the ceremony were most of the leaders of the political parties that contested the August 28 elections. However, Mr. Robert Corbin, Leader of the main opposition People’s National Congress Reform–One Guyana (PNCR-1G) could not attend due to a previous engagement, but the President said he received a telephone call from him apologising for his absence.
In his address after the swearing-in ceremony, President Jagdeo promised a role for opposition political parties and civil society in his agenda for a modern Guyana through wealth and job creation across racial and party lines.
“My consciousness, like my responsibility and commitment, both as a person and as President, transcends ethnic, religious, cultural and gender biases. I truly and wholeheartedly commit myself to serve all the people of Guyana, regardless of race, religion, gender, geography or political partisanship and to do so without fear or favour. I am, and shall continue to be, the President for all of Guyana,” he declared.
He thanked the opposition political parties for their gracious acceptance of the results and said the presence of their leaders at his inauguration added “dignity” to the occasion.
President Jagdeo said “there is scope for all parliamentary political parties to work together under an enhanced framework of political cooperation, rooted in the primacy of parliament, grounded in a system that is responsive and accountable, and extended to civil society to deepen its participation in decision making.”
However, he warned that this would not be automatic or come right away. “Such a process cannot be hastily contrived if the objective of promoting inclusivity is to be achieved,” he stated.
Over the next weeks, Mr. Jagdeo said he would meet leaders of the several political parties represented in the National Assembly to engage them in finding a modus of co-operation through which they can contribute to national development.
“We will have to hammer out together this framework of co-operation in which the ideas and views that are sound and positive can become part of an evolving policy environment and provide those parties that are interested, the opportunity of assisting with their implementation,” he stated.
The main opposition People’s National Congress Reform–One Guyana (PNCR-1G) has endorsed the official results of the August 28 elections announced by the Guyana Elections Commission (GECOM).
In a press release, it said that having completed its evaluation of the statements of poll submitted by its polling agents, it “is now in a position to state that its results closely approximate those announced so far by GECOM.”
The PNCR-1G said it will shortly publish its evaluation of the electoral process and the conduct of the polls on Election Day.
Among the areas it said it will address:
- The lack of a level playing field for political parties including misuse of the state media, even on Elections Day, to promote the interest of the governing party;
- The failure to verify the voters’ list and its implications for the elections;
- Undue difficulties faced by electors for both registration and voting;
- Inefficiencies in the functioning of the Elections Commission.
“While being disappointed with the voter turnout, the PNCR-1G congratulates the people of Guyana, who, by their exemplary conduct on Elections Day, defied the prophets of doom”, the release said.
“Now that the elections are over”, the PNCR-1G said it “wishes to assure its supporters that while the results are not what we had hoped for, the party will resolutely promote and defend their interests.”
“Equally, the party will be pursuing a number of initiatives to enhance their economic well-being as we seek to move Guyana forward with the One Guyana platform”, the release stated.
The legitimacy of the recently concluded 2006 Elections has been recognised by the Organisation of American States (OAS) and it has commended political parties and other stakeholders for their conduct during the process.
Assistant Secretary General of the OAS and Chief of Mission of the OAS Observer Mission, Ambassador Albert Ramdin, at a media briefing on September 1 said “the OAS Observation Mission commends political Parties for having demonstrated civility during their campaigns and a commitment to the principles of democracy, peace and security during and in the days following Elections day.”
“The OAS Observation Mission takes particular note of the recognition of all political leaders of the legitimacy of the final results.” he added.
The Mission also commended the Guyana Elections Commission (GECOM) for the timely release of Elections results and for instituting a communication strategy that provided periodic updates to the people of Guyana during the vote counting process.
“While no election is perfect, observers noted that presiding officers and poll clerks were well trained and made every effort to ensure that duly registered Guyanese citizens were able to exercise their franchise,” the OAS said.
The OAS believes that safeguards, including, photographs of electors on elections folios, use of indelible ink and the presence of party agents and elections observers at polling sites contributed to pubic confidence in the process.
The team recognised the important role of the Disciplined Forces.
The diplomatic community and other international observers including the Carter Centre, Commonwealth and Caricom have also lauded the conduct of the elections and have congratulated the Guyanese people for the maturity displayed during the process.
The local observer group, the Electoral Assistance Bureau also commended GECOM and the Guyanese voters.
The Special Cuban Scholarship Programme for the 2006-2007 academic year is ready for the enrolment of 365 Guyanese scholars.
Cabinet Secretary Dr Roger Luncheon said that of the 315 places offered for 2006 in medical sciences, 298 places have already been confirmed and of the 50 places for agronomy and engineering, 43 have been confirmed.
Meanwhile, the Cuban authorities have indicated that a small window of opportunity still exists for 17 places in Medicine and seven places in agronomy and engineering.
Guyanese youths below the age of 28 with acceptable qualifications at the CSEC are encouraged to apply to the Office of the President.
With the 365 students who will be travelling to Cuba to study in the scientific disciplines of medical science, agronomy and engineering, and the more than 300 scholarship students from Guyana already there, the Guyanese presence becomes significant.
And over the next four years, 150 scholarships in these same fields would be offered yearly. Consequently, the Cubans have decided from this school year to create a separate Faculty of Higher Education in Havana, exclusively for all Guyanese scholarship students in Cuba. The students for this academic year are likely to depart for Cuba during late September and early October.
Several major projects are underway to develop the agricultural potential of Regions Two (Pomeroon/Supenaam) and Three (Essequibo Islands/West Demerara) under the Poor Rural Communities Support Services Project (PRCSSP). At present, several contracts are being executed at Johanna Cecelia, Zorg, Fear Not and Golden Fleece in Region Two at a total cost of approximately $125 million to improve 18 miles of canals, four miles of farm-to-market road and to construct six new concrete water control systems.
Another project valued at $101 million is in the pipeline for Riverstown/Onderneeming which will see about 14 miles of new canals being excavated; 14 new concrete water control systems constructed, and one mile of farm-to-market road upgraded for easier access to farm lands. Approximately 1,790 acres of land that was previously under-utilised will also be ready for cultivation with rice and non-traditional crops.
Also, $55 million is being spent at Bethany in Region Two to boost production of pineapples, ground provisions, beans and other leguminous crops. Under this project, more than 3 miles of new canals are being excavated, while two concrete water control systems and 3 heavy-duty bridges are being built. When completed, the project will expand the lands available for cultivation by 238 acres.
Additionally, 3 miles of road from Vreed-en-Hoop to La Jalousie, in Region Three, along with the construction of nine heavy-duty bridges are being done at a cost of $100 million to create easier access to agricultural lands.
Two major projects are also expected to start on August 28 at Parika and Naamryck, Region Three, at a total cost of $135 million. This sum will be expended on the construction of more than one mile of farm-to-market road and reinforced, concrete check structures. It will also see the linking and excavation of drainage and irrigation canals at the back of Parika and at Naamryck, which will improve access to the market and a more reliable water supply.
Minister of Education, Dr. Henry Jeffrey on August 25 welcomed 26 volunteers to Guyana, the latest batch from the international non-governmental organisation Project Trust.
Coming primarily from the United Kingdom, the volunteers will be based in Guyana on a one-year teaching stint, especially in the hinterland.
The minister advised the young teachers to take time to adjust to Guyana and to settle in because it will be a difficult task ahead.
Dr. Jeffrey said his ministry will also be overlooking their affairs while in Guyana.
He also told the eager volunteers that the Regional Chairman from each region where they will be deployed to teach will be on hand to render assistance.
Six volunteers will be dispatched to Region One, and will be stationed at Moruca, Port Kaituma and Wauna.
In Region Four, four volunteers will be stationed at Dora and St. Cuthbert’s Mission. Region Six will see six volunteers at New Amsterdam Multilateral, Tutorial Academy, and Orealla. Region Eight will have two volunteers both stationed at Paramakatoi.
Region Nine will have the largest number of volunteers with eight of them being stationed at Annai, Shulinab and Aishalton.
Volunteers teach mainly science and mathematics in government secondary schools.
In a congratulation message to the Guyana cricket team, President Bharrat Jagdeo said:
“The Government and People of Guyana congratulate the Guyana Team, for winning the Stanford 20/20 Cricket Tournament.
“This overwhelming victory is evident of the importance of hard work and commitment, and illustrates the countless boundaries we can hit as a nation, by working together in unity.
“Guyanese cricket fans at home and abroad will no doubt take pride in celebrating this victory, as Guyana marks this historical occasion by being the team to win the first ever Stanford 20/20 Cricket Tournament.
“This victory no doubt augurs well for the future of Guyanese cricket.
Guyana defeated Trinidad and Tobago in the finals and as a result won more that US$1 million in prize money.
The Mahaica Mahaicony Abary Agricultural Development Authority (MMA/ADA) has completed a 14-mile embankment along the right bank of the Abary River which officials say will play a crucial role in protecting rice fields from damage by floods.
MMA/DA Operations and Maintenance Manager, Mr. Randolph Primo, said the dam will protect rice producing areas from Belladrum at the western end of West Berbice up to back of Bath Settlement from flooding from the Abary River during the rainy season.
The structure was completed recently
The dam is designed particularly for flood control of areas on the right bank of the Abary and south of the MMA’s main canal where thousands of acres of rice were destroyed by flood waters in late 2005 and early 2006.
These areas could have not been cultivated for the current crop because of the problem of flooding from the Abary. Officials hope that flooding will be reduced or completely eliminated with the MMA construction.
The MMA embankment takes the same route as one built in the 1980s which over time lost its height and effectiveness due to weather and erosion.
The Berbice Bridge Company Inc. (BBCI) on August 23 presented a cheque for US$5.4 million to the consortium of Bosch Rexroth BV of the Netherlands and Mabey & Johnson of the United Kingdom. This represents the first tranche of payment for the design and construction of the bridge across the Berbice River.
At a reception held at the Cara Lodge on Quamina Street, Executives of BBCI, the consortium, investing commercial banks, insurance and trust companies discussed in an informal atmosphere about the first phase of the building of the bridge. This event follows the full financial closure of the US$40 million committed to the project on August 1.
On-site preparation for the building of the bridge will begin on October 1, 2006 and completion is slated for the first quarter of 2008.
The bridge, a floating structure similar to that of the Demerara Harbour Bridge, will be 1.75 kilometres long and will extend from D'Edward Village on the western bank of the Berbice River to Crab Island on the eastern bank.
On May 17 this year, the contract for the design and construction was finalised with the successful consortium. BBCI has also contracted ND Lea (Vancouver, Canada), which is associated with CEMCO, as the independent engineer for the project's supervision.
The Ministry of Health is pursuing a policy of taking ophthalmology services to communities where this is not currently available.
During August 17-19, "Miracle Mission" continued to reach out to Guyanese when the Cuban eye care team consisting of a Cuban ophthalmologist from the Georgetown Public Hospital, an ophthalmology technician from the Ministry of Health and an immigration officer were deployed to Essequibo.
The team held eye clinics at the Charity Hospital and at the Anna Regina Health Centre. Some 300 persons ranging from 5 to 85 years were screened, with 39 being chosen to travel to Cuba to undergo eye surgery and 146 patients being selected to receive spectacles. Eye drops were issued to most persons.
Patients, who had already done their eye surgery in Cuba, were able to have post-operative follow-up by the Cuban doctor and they expressed their gratitude.
Meanwhile, more eye clinics are planned for other areas in Essequibo and other regions in Guyana.
The services at these clinics are free and are also available at the Georgetown Public Hospital.
Acting Commissioner of Police, Henry Greene sent a clear warning to criminals, particularly those criminal gangs who operate using high-powered weapons, signalling his readiness to take the fight to them.
Speaking at a monthly luncheon hosted by the Georgetown Chamber of Commerce and Industry (GCCI), Greene told the business community that the force is working to ensure that “nests” are not developed, especially in new areas like the Providence/Grove stretch.
He noted that since learning of the plot by gang members to use the Providence/Grove stretch, the force has increased its patrol in the area.
“We are paying some attention in that area…we will not allow any nest to grow,” Greene stated.
He alluded that police have had to face bullets from large weapons, including those from AK-47s.
“We have brought out our armoured vehicles because it seems as though they want to war and we are ready… All of our efforts to date are centred around making sure that they cannot commit that wanton destruction that they have been doing and to ensure that we can catch all we have identified,” Greene stated.
He noted that the armoured vehicles may look a little strange and may get hot sometimes, but policemen are prepared to go out with them.
Additionally, he noted that the force has brought out its rapid intervention vehicles, which could be used to fire tear-smoke.
“We have a significant concentration behind Buxton and Victoria where we have found a nest. We are ready; that is the message we are sending,” Greene mentioned.
Guyana's tariff rate quota (TRQ) for sugar next year is 15,380 metric tones or 10.2 percent above this year's allocation of 13,953 metric tonnes, according to a press release from the US Embassy in Georgetown.
On July 27, the US Department of Agriculture (USDA) set the 2007 raw sugar TRQ at 1,343,992 metric tonnes raw value. And on August 3, the US Trade Representative (USTR) allocated this quota among certain countries based on historical trade with the US.
According to information from the USDA, in considering the current market situation regarding the increased use of sugar and refiners' needs for additional flexibility in acquiring and processing raw sugar, the 2007 raw sugar TRQ will be allowed early entry, beginning August 7.
Export of non-traditional crops to several markets including Antigua and Barbuda, St. Lucia and Canada has increased considerably for the first half of the year when compared to the corresponding period last year.
Figures provided by the new Guyana Marketing Corporation (GMC) indicated that 107,632 kilograms (kg) were exported to Antigua and Barbuda over the period January to July as compared to 16,175 kg for the same period in 2005.
Mostly pumpkins along with other crops such as pineapples and watermelons sourced from areas such as the Berbice River were exported.
In 2005, the export figure over the same period to St. Lucia was 78,868 kg and in 2006, the figure increased to 203,622 kg. Mostly copra was exported. The Canadian market also took 147,778 kg in 2006 as against 128,820 kg in 2005.
General Manager of the GMC, Nizam Hassan, explained that there has been a reduction in exports to a few other countries such as Barbados and Trinidad and Tobago since the demand has dropped. This is attributable to the decline in the tourism sector around this period.
He noted that despite the flood earlier this year and the reduction of exports to these markets, there has been a slight increase in overall exports for the period January to July. The figure for this period is 1,987,868 kg as compared to 1,951,948 kg for the same period in 2005.
Exports of non-traditional crops for 2006 are projected to increase by as much as 20 percent, Hassan said.
Guyana exports fruits and vegetables to regional markets in Antigua and Barbuda, Barbados, Grenada, Trinidad and Tobago, Suriname, Dominica, the Dominican Republic and St. Lucia. Its extra-regional markets are Canada, France, Martinique, St. Maarten, United Kingdom, United States of America, Italy and Switzerland.
Watermelons, pumpkin, plantains, pineapples, eddoes, limes and dry coconuts are mostly exported.
Work on Skeldon Sugar Modernisation Project (SSMP) is moving apace and the project is on schedule.
The state-of-the-art facility is expected to commence production by the first crop of 2008. As work on the venture progresses, more specialist technicians have been arriving in Guyana on a monthly basis.
The foundations for the cane diffuser, the dewatering mills, as well as the two large concrete bases that support the turbine steam generators and the foundation and actual fittings for all the steel columns that will form the factory process house, have all been completed.
With regard to work at the power house, three consignments of equipment have already been shipped from China and are expected to arrive in Guyana at six-week intervals for the remainder of the year. These batches weigh between 2,000 and 3,000 tonnes. Other minor ones are to arrive shortly at the Providence wharf.
The construction and other aspects of upgrading are being executed at a cost of US$110 million. The Skeldon Sugar Modernisation Project provides jobs for some 300 Guyanese and Chinese workers.
The University of Guyana is in the process of completing its 2006-2011 strategic plan which, among other things, focuses on improving quality, strengthening management and expanding distance education.
The plan also addresses the curriculum, and teaching and learning enhancement through initiatives aimed at upgrading undergraduate and post graduate programmes.
According to Education Minister Dr. Henry Jeffrey, the plan will also focus on institutionalising self-assessments, improving teaching methodologies, learning resources, qualifications and teaching loads, as well as enhancing student life on campus.
Targets include upgraded classrooms, laboratories and library resources, an increase in the proportion of lecturers holding PhDs from 14 percent to at least 42 percent, a change in the retirement age of senior lecturers to 65, and enhancement of student internships, extracurricular and overseas study opportunities.
Minister Jeffrey noted that the government's provision for the University has increased significantly over the years. Apart from building the new Berbice Campus, subventions have increased from $130 million in 1991 to $508 million in 2005.
With the addition of student loans which are essentially provided from the public purse, University expenditure has amounted to $1.3 billion in 2005.
He noted that the number of students attending the University has increased from 3,600 in 1993 to some 5,234 in 2006.
Export figures for Guyana’s forest products for the period January to July revealed that there has been a 21 percent increase as compared to the corresponding period in 2005.
Director of the Forest Products Marketing Council (FPMC), Luvindra Sookraj said this increase represents an earning of US$32 million or 67 percent of the value of total products exported in 2005.
He noted that the exports of forest products from Guyana in 2005 were approximately US$48 million representing an increase of 12 percent over the previous year.
“We are anticipating, barring any unforeseen difficulties in the months ahead, another increase of probably 10 to 15 percent in the overall value of export of forest products which means that we are going to pass the US$50 million mark for the first time in a number of years,” Sookraj said. He noted that the FPMC is mostly involved in marketing and promotion, development of new markets and establishing links to enable the sector to compete globally with forest products from other countries.

PPP/C obtiene mayoría en las elecciones en Guyana
Asegurándose un porcentaje enorme de 54.6 por ciento de los votos emitidos en las elecciones generales y regionales del 28 de agosto, el Partido Progresivo Popular/Cívico (PPP/C) se llevó una victoria convincente en los comicios electorales de 2006, otorgando al gobernante Presidente Bharrat Jagdeo, de 42 años, otro período de cinco años para llevar a cabo el plan de desarrollo de $500 mil millones de su partido.
Declarándose "muy, muy satisfecho" por la realización de los comicios, y confiado en que llevó a cabo unas "elecciones creíbles", el Funcionario Principal Electoral Sr. Gocool Boodoo anunció los resultados en el Hotel Le Meridien Pegasus en Georgetown el 31 de agosto en la presencia del presidente y comisionados de la Comisión Electoral de Guyana (GECOM, siglas en inglés)

Presidente Jagdeo inaugura su segundo período presidencial
El Presidente Bharrat Jagdeo inauguró su segundo período presidencial el 2 de septiembre después de que fue juramentado por el Presidente de la Corte Suprema Carl Singh en los jardines de la Casa Estatal en la presencia de cientos de invitados para cumplir un segundo período de cinco años.
Entre los invitados a la ceremonia, se encontraban la mayoría de los líderes de los partidos políticos que participaron en los comicios del 28 de agosto. Sin embargo, el Sr. Roger Corbin, líder del principal partido de oposición Reforma del Congreso Nacional Popular- Una Sola Guyana (PNC-1G, siglas en inglés) no pudo asistir debido a un compromiso anterior, pero el Presidente dijo que había recibido una llamada telefónica de él disculpándose por su ausencia.
En su discurso después de la ceremonia de juramentación, Presidente Jagdeo prometió un rol para los partidos políticos de oposición y la sociedad civil en su agenda por una Guyana moderna a través de la creación de riqueza y empleos sin distingo racial ni partidista.
"Mi conciencia, como mi responsabilidad y compromiso, tanto como individuo como Presidente, transciende los sesgos étnicos, religiosos, culturales y sexo. Me comprometo, verdaderamente y de corazón, a servir al pueblo de Guyana, sin distingo de raza, religión, sexo, geografía ni inclinación partidista, y de hacerlo sin miedo ni favoritismo. Soy, y continuaré siendo el Presidente para todos en Guyana," declaró.
Agradeció a los partidos políticos de oposición por su aceptación amable de los resultados y dijo que la presencia de sus líderes en su inauguración añadió "dignidad" a la ocasión. Presidente Jagdeo dijo "hay cabida para todos los partidos políticos parlamentarios a que trabajen juntos bajo un ambiente mejorado de cooperación política, con su origen en la primacía del parlamento, basado en un sistema que responde y es responsable, y se extiende a la sociedad civil para profundizar su participación en la toma de decisiones."
Sin embargo, advirtió que esto no sería automático ni llegaría inmediatamente. "Tal proceso no puede ser efectuado irreflexivamente si el objetivo de promocionar la inclusividad ha de ser logrado," afirmó.
En las próximas semanas, Sr. Jagdeo dijo que se reuniría con los líderes de varios partidos políticos representados en la Asamblea Nacional para comprometerlos en encontrar un modo de cooperación mediante el cual puedan contribuir al desarrollo nacional. "Necesitaremos afanarnos en conjunto en este acuerdo marco de cooperación en el cual aquellas ideas y puntos de vista que tienen fundamentos y que sean positivos puedan formar parte de un ambiente envolvente de políticas y proveer a aquellos partidos que están interesados, la oportunidad de asistir en su implementación," afirmó.
PNCR-1G aprueba resultados de las elecciones
EL partido principal de oposición Reforma del Congreso Popular Nacional-Una Sola Guyana (PNCR-1G, siglas en inglés) ha dado su respaldo a los resultados oficiales de las elecciones efectuadas el 28 de agosto anunciados por la Comisión Electoral de Guyana (GECOM, siglas en inglés).
En un comunicado de prensa, dijo que después de completar su evaluación de las declaraciones sobre el proceso comicial realizadas por sus agentes en los puestos de votación que "está ahora en la posición de afirmar que sus resultados se aproximan en mucho a lo anunciado hasta ahora por la GECOM." El PNCR-1G dijo que próximamente publicará su evaluación del proceso electoral y la actuación durante los comicios en el Día de Elecciones. Entre las áreas que tratarán:
- La falta de equidad en las condiciones para los partidos políticos incluyendo el abuso del uso de los medios estatales, incluyendo en el Día de Elecciones, para promover el interés del partido gobernante;
- La falta de verificación del registro electoral y sus implicaciones para las elecciones;
- Dificultades innecesarias enfrentadas por los votantes tanto para el acto de registro como para el de votación;
- Ineficiencias en el funcionamiento de la Comisión Electoral.
"Mientras estamos preocupados por los niveles de abstención, el PNCR-1G felicita al pueblo de Guyana, quien, con su comportamiento ejemplar en el Día de Elecciones, desafiaron a los profetas de desastres," leyó el comunicado. "Ahora que las elecciones han terminado," el PNCR-1G dijo que "desea asegurar a sus partidarios que aunque los resultados no son lo que esperaban, el partido promoverá y defenderá sus intereses decididamente. Igualmente, el partido seguirá promocionando varias iniciativas para mejorar su bienestar económico a medida que busquemos avanzar a Guyana bajo el plataforma de Una Sola Guyana," afirmó el comunicado.
Observadores de la OEA felicita a los partidos por su comportamiento
La legitimidad de las recientemente concluidas elecciones de 2006 ha sido reconocida por la Organización de Estados Americanos (OEA) y éste ha felicitado a los partidos políticos y otros participantes por su comportamiento en el proceso.
El Secretario-General Asistente de la OEA y Jefe de la Misión de Observadores de la OEA, el Embajador Albert Ramdin, en una rueda de prensa el día 01 de septiembre dijo que "la Misión de Observación de la OEA aplaude a los partidos políticos por la demostración de civismo durante sus campañas y su acometimiento a los principios de democracia, paz y seguridad durante y después del día de elecciones." Añadió que "la Misión de Observación toma nota particular del reconocimiento de todos los líderes políticos de la legitimidad de los resultados finales."
La Misión también felicitó a la Comisión Electoral de Guyana (GECOM) por la entrega a tiempo de los resultados de la elección y por instituir una estrategia comunicacional que suministró actualizaciones periódicas al pueblo de Guyana durante el proceso de conteo de los votos. La OEA considera que las medidas de salvaguarda, incluyendo, las fotografías de los votantes en los cuadernos electorales, el uso de tinte indeleble y la presencia de testigos de los partidos y de observadores electorales contribuyeron a la confianza pública en el proceso.
La comunidad diplomática y otros observadores internacionales incluyendo el Centro Carter, la Mancomunidad y la CARICOM también alabaron la conducción de las elecciones y han felicitado al pueblo guyanés por la madurez demostrada durante el proceso. El grupo local de observadores, el Buró de Asistencia Electoral, también felicitó a la GECOM y a los votantes guyaneses.
365 guyaneses obtendrán becas cubanas en 2006-07
El Programa Especial de Becas Cubanas para el año académico 2006-2007 está listo para la inscripción de 365 de estudiantes guyaneses. El Secretario de Gabinete, Dr. Roger Luncheon, dijo que de los 315 cupos ofrecidos para 2006 en ciencias médicas, 298 cupos ya han sido confirmados y de los 50 cupos para agronomía e ingeniería, 43 ya han sido confirmados. Mientras tanto, las autoridades cubanas han indicado que todavía hay una pequeña rendija de oportunidad para ocupar los 17 cupos en Medicina y los 7 cupos en agronomía e ingeniería.
Con los 365 estudiantes que viajarán a Cuba para estudiar en las disciplinas de ciencias médicas, agronomía e ingeniería, y sumando los 300 becarios guyaneses ya establecidos, la presencia guyanesa se vuelve significativa. Aunado a esto, para los próximos cuatro años, se ofrecerán 150 becas en estas mismas áreas anualmente. En consecuencia, los cubanos han decidido para este año académico crear una Facultada de Educación Superior aparte en La Habana, exclusiva para los becados guyaneses estudiando en la Cuba.
Avance agrícola en las Regiones Dos y Tres
Varios proyectos importantes están encaminados para desarrollar el potencial agrícola de las Regiones Dos (Pomeroon/Supenaam) y Tres (Islas de Esequibo/Demerara Occidental) bajo el programa Proyecto de Servicios de Apoyo para Comunidades Rurales Pobres (PRCSSP, siglas en inglés). Actualmente, varios contratos han sido ejecutados en Johanna Cecelia, Zorg, Fear Not y Golden Fleece en la Región Dos a un costo total de aproximadamente $125 millones para mejorar 18 millas de canales, cuatro millas de vías granja-al-mercado y para construir seis nuevos sistemas de control de agua de concreto.
Otros proyectos valorado en $101 millones están en planificación para Riverstown/Onderneeming que verá la excavación de cerca de 14 millas de nueva canalización; la construcción de 14 nuevos sistemas de control hidrológico de concreto, y una milla de vía granja-al-mercado mejorada para un mejor acceso a los terrenos de cultivo. Aproximadamente 1790 acres de terreno que anteriormente fueron sub-utilizados serán preparados para el cultivo de arroz y cultivos no tradicionales.
También se está gastando $55 millones en Bethany en la Región Dos para incrementar la producción de piñas, tubérculos, legumbres y otros. Cuando sean completados, el proyecto expandirá las tierras disponibles para el cultivo en 238 acres.
Adicionalmente, se harán tres millas de carretera desde Vreed-en-Hoop hasta La Jalousie, en la Región Tres, junto con la construcción de nueve puentes de carga pesada a un costo de $100 millones para crear fácil acceso a las tierras agrícolas. Dos proyectos importantes también deberían comenzar el 28 de agosto en Parika y Naamryck, Región Tres, a un costo total de $135 millones.
Más maestros del Proyecto Confianza arriban
El Ministro de Educación, Dr. Henry Jeffrey dio la bienvenida el 25 de agosto a 26 voluntarios a Guyana, el más reciente grupo proveniente de la organización internacional no gubernamental Proyecto Confianza (Project Trust). Viniendo principalmente del Reino Unido, los voluntarios se establecerán en Guyana para un período de un año, ubicados especialmente en el interior. Los voluntarios dictarán clases principalmente en ciencia y matemática en las escuelas secundarias estatales.

En un mensaje de congratulaciones para el equipo guyanés de críquet, el Presidente Bharrat Jagdeo dijo: "El Gobierno y Pueblo de Guyana felicita al Equipo Guyana, por ganar el Torneo Stanford 20/20 de Críquet. Esta victoria abrumadora es evidencia de la importancia del trabajo duro y compromiso, e ilustra los innumerables obstáculos que podemos derribar como una nación, al trabajar en unísono. Los aficionados guyaneses de críquet en casa y en el exterior se sentirán sin lugar a duda orgullosos al celebrar esta victoria, ya que Guyana ha creado un hito en esta ocasión histórica al ser el primer equipo en ganar el Torneo Stanford 20/20 de Críquet. Sin duda, esta victoria crea un buen auspicio para el futuro del críquet guyanés."
Guyana venció a Trinidad y Tobago en los finales y como resultado se llevó el premio de US$1 millón.
MMA termina dique
La Autoridad de Desarrollo Agrícola de Mahaica, Mahaicony y Abarí (MMA/ADA, siglas en inglés) ha terminado un dique de 14 millas de longitud a lo largo de la ribera derecha del Río Abarí, el cual jugará un rol crucial en la protección de los arrozales de las inundaciones según los funcionarios. El dique fue diseñado particularmente para el control de inundaciones de las áreas en el lado de la ribera derecha del Abarí y al sur del canal principal de MMA donde miles de acres de arroz fueron destruidos por las inundaciones a finales de 2005 y comienzos de 2006. Estas áreas no pudieron ser cultivadas para la cosecha actual por el problema persistente de inundaciones del Río Abarí. El dique de MMA toma la misma ruta como el construido en la década de los 80s que con el tiempo perdió su altura y su efectividad debido a la erosión y el clima.
Puente de Berbice recibe US$5.4M
La empresa Berbice Bridge Company Inc. (BBCI, siglas en inglés) presentó el 23 de agosto un cheque por US$5.4 millones al consorcio formado por Bosch Rexroth BV de Los Países Bajos y Mabey & Johnson del Reino Unido. Esto representa la primera transacción de pago por el diseño y construcción del puente sobre el Río Berbice. Este evento es consiguiente a la clausura financiera completa de US$40 millones asignados al proyecto el 01 de agosto.
La preparación en sitio de la construcción del puente comenzará el 01 de octubre de 2006, y se programa su finalización para el primer trimestre de 2008. El puente, una estructura flotante similar al Puente del Puerto de Demerara, será de 1.75 kilómetros de largo y se extenderá desde D'Edward Village en la ribera occidental del Río Berbice hasta la Isla Crab en la ribera oriental.
El 17 de mayo de este año, el contrato para el diseño y construcción fue negociado exitosamente con el consorcio. BBCI también ha contratado a ND Lea (de Vancouver, Canadá), que está asociado con CEMCO, como compañía de ingeniería independiente para la supervisión del proyecto.
Ministerio de Salud lleva servicios oftalmológicos a áreas sub-servidas
Del 17 al 19 de agosto, la Misión Milagro continuó llegando a los guyaneses cuando un equipo de cuidado ocular consistiendo de un oftalmólogo cubano del Hospital Publico de Georgetown, un técnico oftalmológico del Ministerio de Salud y un funcionario de inmigración fueron enviados al Esequibo. El equipo realizó clínicas en el Hospital Charity y en el Centro de Salud de Anna Regina. Unas 300 personas de 5 a 85 años fueron examinadas, siendo 39 de ellas escogidas para viajar a Cuba para recibir cirugía ocular, y 146 pacientes seleccionadas para recibir lentes correctivos. Soluciones oculares fueron entregadas a la mayoría. Los pacientes que ya habían realizado sus cirugías en Cuba recibieron un tratamiento post-operatorio por el médico cubano, y expresaron su gratitud.
Entretanto, se planifican realizar más clínicas para otras áreas en el Esequibo y otras regiones en Guyana. Los servicios en estas clínicas son gratuitas y también son disponibles en el Hospital Publico de Georgetown.
Jefe policial declara la guerra a los criminales
El Comisionado encargado de Policía, Henry Greene envío una clara advertencia a los criminales, particularmente a las bandas que operan usando armas de alta potencia, señalando su voluntad de llevar la lucha hasta ellos. Hablando en un almuerzo mensual organizado por la Cámara de Comercio e Industria de Georgetown (GCCI, siglas en inglés), Greene dijo a la comunidad empresarial que el cuerpo policial está trabajando para asegurar que "nidos" no se desarrollan, especialmente en nuevas áreas como la zona extendida entre Providence y Grove.
Aludió a que la policía se tiene que enfrentar a tiroteos con armas pesadas, como los AK-47s. Greene afirmó, "Hemos sacado nuestros vehículos blindados porque parece que ellos quieren guerra y estamos listos … Todos nuestros esfuerzos hasta la fecha están orientados a asegurarnos que no pueden cometer esa destrucción desenfrenada y asegurarnos en atrapar todos los que hemos identificado." EE UU incrementa la cuota azucarera de Guyana para 2007
La cuota para azúcar de Guyana para el próximo año es de 15,380 toneladas métricas o 10.2 por ciento por encima de la asignación de este año de 13,953 toneladas métricas, según un comunicado de prensa de la Embajada estadounidense en Georgetown.
El 27 de julio, el Departamento estadounidense de Agricultura (USDA, siglas en inglés) fijó la tasa de la cuota tarifaria (TRQ, siglas en inglés) de azúcar cruda para 2007 en 1,343,992 toneladas métricas al valor bruto. Y, el 03 de agosto, el Representante Comercial de Estados Unidos (USTR, siglas en inglés) asignó esta cuota entre ciertos países basándose en el comercio histórico con los Estados Unidos.
Más mercados de exportación para productos agricolas no tradicionales
La exportación de productos agrícolas no tradicionales a varios mercados incluyendo a Antigua y Barbuda, Santa Lucia y Canadá ha incrementado considerablemente en el primer semestre del año al comparar con el período correspondiente el año pasado.
El Gerente General de la Corporación de Mercadeo de Guyana (GMC, siglas en inglés), Nizam Hassan, explicó que ha habido una reducción en la exportación a unos pocos países tales como Barbados y Trinidad y Tobago debido a que se ha caído la demanda. Esto se atribuye a la caída en el sector turismo en este período. Observó que a pesar de las inundaciones a principios del año y a la reducción de exportaciones a estos mercados, ha habido un ligero incremento en las exportaciones netas para el período enero a julio. Se proyecta que las exportaciones de productos no tradicionales para 2006 incrementen hasta un 20 por ciento, según Hassan.
Guyana exporta frutas y hortalizas a mercados regionales en Antigua y Barbuda, Barbados, Granada, Trinidad y Tobago, Surinam, Dominica, la república Dominicana y Santa lucia. Sus mercados extra-regionales son Canadá, Francia, Martinica, San Martín, Reino Unido, Estados Unidos, Italia y Suiza. Se exportan principalmente sandias, auyama, plátanos, piñas, ocumo, limas y coco seco.
Los trabajos del Proyecto de Modernización para la Azucarera Skeldon avanzan
Los trabajos en el Proyecto de Modernización de la Azucarera de Skeldon (SSMP, siglas en inglés) está progresando con presteza y el proyecto continúa según su programación. Se espera que la instalación de última tecnología comience producción con la primera zafra en 2008.
La construcción y otros aspectos de su mejoramiento están siendo ejecutados a un costo de US$110 millones. El SSMP provee empleo para unos 300 trabajadores guyaneses y chinos.
UG devela plan para mejorar instalaciones de enseñanza, proveer mejores profesores
La Universidad de Guyana está en el proceso de completar su plan estratégico para 2006-2011, el cual se enfocará en mejorar la calidad, fortalecer su gerencia y expandir la educación a distancia, entre otras cosas. El plan también tratará el currículo, y el mejoramiento de la enseñanza y el aprendizaje a través de iniciativas orientadas a actualizar los programas de pre-grado y postgrado.
Según el Ministro de Educación, Dr. Henry Jeffrey, el plan se enfocará en institucionalizar las auto-evaluaciones, mejorar las metodologías de enseñanza, los recursos de aprendizaje, las calificaciones y las cargas académicas, como también un mejoramiento de la vida estudiantil en los predios universitarios.
Los objetivos incluyen la actualización de las aulas, los laboratorios y los recursos de la biblioteca, un aumento de la proporción de profesores con doctorado de 14 por ciento a por lo menos 42 por ciento, un cambio en la edad de jubilación de profesores titulares a 65, y el mejoramiento de las pasantías estudiantiles, las actividades extracurriculares y las oportunidades de estudio en el exterior.
El Ministro Jeffrey observó que el presupuesto provisto por el gobierno para la Universidad ha aumentado significativamente en el transcurso de los años. Además de la construcción del Núcleo de Berbice, las partidas han incrementado de $130 millones en 1991 a $508 millones en 2005. Con la adición de los préstamos estudiantiles esencialmente financiados con fondos públicos, los gastos de la Universidad suman $1.3 mil millones en 2005. Observó que el número de estudiantes que asisten a la Universidad ha aumentado de 3,600 en 1993 a unos 5,234 en 2006.
Exportación de productos forestales aumenta
Las cifras de exportación para productos forestales de Guyana para el período enero a julio revelaron que ha habido un incremento de 21 por ciento en comparación con el mismo periodo el año pasado.
El Director del Consejo de Mercadeo de Productos Forestales (FPMC, siglas en inglés), Luvindra Sookraj dijo que este incremento representa unos ingresos de US$32 millones o 67 por ciento del valor del total de los productos exportados en 2005. Dijo, "Estamos anticipando, si no se presenta ninguna dificultad, otro incremento de probablemente 10 a 15 por ciento en el valor neto de exportación de productos forestales lo que significa que pasaremos la meta de US$50 millones por vez primera en muchos años." Sookraj hizo la observación que recientemente el FPMC ha estado involucrado en el mercadeo y promoción, el desarrollo de nuevos mercados y en el establecimiento de conexiones para permitir al sector competir globalmente con productos forestales de otros países.

Presidente Bharrat Jagdeo ha anunciado que se están construyendo dos nuevos ferries para mejorar los servicios de transporte desde Parika hasta Supenaam, Leguan, Wakenaam y zonas circundantes. Los observadores de aves en todo el mundo acudieron en masa a la presentación de Guyana durante la Feria Británica de Observación de Aves de tres días que se clausuró recientemente en Rutland, Inglaterra. Representantes de Rupununi viajaron por tres días vía Boa Vista y Caracas para operar un puesto de exhibición patrocinado por Greenheart Trust, una organización caritativa registrada en Inglaterra. Se espera que una empacadora y un muelle de concreto valorado en $200 millones en Parika, Región Tres (Islas de Esequibo/Demerara Occidental) comienza a operar antes del fin de año para asistir en la disminución de pobreza e incrementar los ingresos de los agricultores rurales. Los premios y certificados de honor fueron presentados al personal durante una ceremonia de graduación en el Centro de Convenciones Ocean View el 17 de agosto. " 167 nuevas luces en la pista de aterrizaje han sido instaladas en la pista principal en el Aeropuerto Internacional Cheddi Jagan (CJIA, siglas en inglés) a un costo de US$284,547. La perforación de un nuevo pozo a un costo multimillonario en La Grange, Ribera Occidental de Demerara ha comenzado y se espera que sea finalizada dentro de dos meses. La mayoría de trabajos infraestructurales en el área para el uso del pozo ya ha sido terminada.
Varias calles en Georgetown, incluyendo a la Calle Freeman y la Carretera Middle en La Penitence, han recibido refacciones bajo la Fase Uno de un proyecto vial de $200 millones bajo la ejecución del Ministerio de Obras Públicas y Comunicaciones. Este proyecto forma parte de un programa mayor implementado por el gobierno para efectuar reparaciones viales mayores y mejoramiento en el drenaje en varias áreas dentro de la ciudad a un costo de más de $700 millones.
Un contrato está siendo actualmente negociado con un instituto financiero local para el establecimiento de una facilidad financiera para el sector arrocero bajo el Proyecto de Competitividad del Arroz de la Unión Europeo. La facilidad es uno de varios componentes siendo ejecutado bajo el auspicio del proyecto de la UE a través del cual Guyana comparte una asignación de 24 millones de euros con Surinam para impulsar las industrias arroceras de los dos países.
